It is required for legal registration of foreign guests at their place of stay (at the hotel). In case of damage / loss of the MIGRATION CARD, the Decree of the Government of the Russian Federation 413 regulates the restoration of the migration card. A citizen of another State should contact the Office of the Migration Department. A foreigner must present a passport and write a statement about the loss of the migration paper, on the basis of which a duplicate of this certificate will be issued. A civil service employee will verify the information with the data entered into the database, and only after that the document will be restored.
The issuance of a duplicate migration card is allowed only if a foreigner is registered for migration, in the absence of all problems regarding the duration of stay in the Russian Federation. In case of late registration for migration registration when issuing a migration card, the Migration Department will in any case reveal this fact, and the foreigner will be refused to receive a duplicate.
The application for the issuance of a duplicate must indicate the reason for the absence of the migration document: Lost/Partially damaged/Not issued at the border.
PENALTIES
If the migration card is missing or lost, this entails the imposition of penalties. In accordance with article 18.8 of the Code of Administrative Offences, the amount of an administrative fine may vary from 2 to 5 thousand rubles. In Moscow and the Moscow region, the amount of the fine is set in the range of 5000-7000 rubles.
Documents for registration of a foreign citizen:
passport and its copy; migration card and its copy (except for citizens of Belarus, diplomats and heads of official delegations); copy of visa (for visa foreign citizens). These documents will be needed to fill out the registration form of a foreign citizen.
