It is required for legal registration of foreign guests at their place of stay (at the hotel). In case of damage / loss of the MIGRATION CARD, the Decree of the Government of the Russian Federation 413 regulates the restoration of the migration card. A citizen of another State should contact the Office of the Migration Department. A foreigner must present a passport and write a statement about the loss of the migration paper, on the basis of which a duplicate of this certificate will be issued.
